OEDIT Cannabis Business Office technical-assistance grant. Covers fees of OEDIT-vetted compliance / marketing / financial-consulting experts up to specified caps per service package, on behalf of Social Equity Licensee cannabis businesses. Five package types: SOP development ($5K cap), compliance audit ($2K cap), brand identity ($5K cap), go-to-market strategy ($5K cap), website development ($5K cap with 5-page max + functionality limits). 30-min introductory expert meeting is no-cost to all participants. Rolling enrollment but new requests "cannot be accommodated at this time" per OEDIT CBO page (2026-04-29).

Hard requirements (2)
- local_approval_requiredApplicant must (a) hold a Colorado Social Equity Licensee status as determined by OEDIT under § 44-10-103(68.5), C.R.S., and (b) be enrolled in the CBO Access to Experts program by the Cannabis Business Office. Social Equity Licensee determination requires 51% beneficial ownership by a Social Equity Licensee individual + Colorado residency + license not previously revoked + at least one of three sub-criteria: (1) 15+ years residence 1980-2010 in a census tract designated by OEDIT as an Opportunity Zone or "Disproportionate Impacted Area"; (2) applicant or family member arrested/convicted/civil-asset-forfeited for a marijuana offense; (3) household income in year prior to application ≤ 50% of state median for household size. These sub-criteria are individual-applicant attributes not modeled at the rule-dimension level (future_proposals.md §20 parks the structured version).
