Hard requirements (2)

  • local_approval_requiredApplicant must (a) hold a Colorado Social Equity Licensee status as determined by OEDIT under § 44-10-103(68.5), C.R.S., and (b) be enrolled in the CBO Access to Experts program by the Cannabis Business Office. Social Equity Licensee determination requires 51% beneficial ownership by a Social Equity Licensee individual + Colorado residency + license not previously revoked + at least one of three sub-criteria: (1) 15+ years residence 1980-2010 in a census tract designated by OEDIT as an Opportunity Zone or "Disproportionate Impacted Area"; (2) applicant or family member arrested/convicted/civil-asset-forfeited for a marijuana offense; (3) household income in year prior to application ≤ 50% of state median for household size. These sub-criteria are individual-applicant attributes not modeled at the rule-dimension level (future_proposals.md §20 parks the structured version).
  • industry_keywordBusiness must be a regulated marijuana / cannabis business as defined under Colorado Marijuana regulations (44-10 article, C.R.S.). NOTE: this rule is a modeling decomposition — the source page bundles the cannabis-business requirement inside the Social Equity Licensee determination's 4th ownership bullet rather than stating it as a standalone eligibility bullet. Kept here for defense-in-depth + chip-group UX (lets users filter for "cannabis" on /match without knowing the NAICS approximations).

First grant-type program (incentive_type=grant) seeded. Schema already supported this — vocab_incentive_type has had grant since v2 base seed. refund_transfer_election left NULL (concept doesn't apply to a grant). Eligibility modeled as cannabis-industry gate + OEDIT CBO procedural approval; the Social Equity Licensee status with its 3 sub-criteria (15-yr OZ residence 1980-2010, marijuana-offense history in family, household income ≤ 50% state median, plus 51% beneficial ownership) is captured in description text on the procedural-approval eligibility_rules row, since the criteria are individual-applicant attributes that don't fit any existing rule_dimension. future_proposals.md §20 parks the structured version (social_equity_license_required dimension) for later.
